Sehr geehrte Damen und Herren,

Ich beziehe auf Ihren Brief, an den Generalsekretär, betreffs Global Compact, und antworte wie folgt: Wir teilen Ihre Bedenken über den Bedarf die Integrität des Global Compacts und der Vereinten Nationen zu erhalten. Es ist jedoch wesentlich, zu beachten, dass der Global Compact kein Siegel einer Anerkennung für die Teilnehmer ist. Wir waren schon bei der Gründung des Global Compacts darüber eindeutig.

Andererseits ist der Global Compact auch kein regelnder Mechanismus. Wie Sie wissen, sind die Vereinten Nationen eine Organisation eine Mitgliedsstaat-Organisation und nur Regierungen können fordern, die Beachtung der Verpflichtungen einzuhalten. Da kein Mandat vorliegt, können wir weder fordern, dass Mitglieder die Rahmendigungen einhalten, noch entsprechende Kontrollen durchführen.

Anstelle ist unsere Anschauung der Veränderung auf Ausbildung, Dialoge, Projekte, Initiative und Netze konzentriert, um eine positive Veränderung zu fördern. Von Teilnehmern wird erwartet, Fortschritte an ihre Interessengruppe zu melden. Diese sind besser ausgerüstet als unser kleines Amt des Global Compacts in den UN Hauptquartieren, um zu wissen, ob unsere mehr als 1500 Teilnehmer tun, was Sie versprechen.

Es ist nicht der Fall, wie Sie in Ihrem Brief vermuten, dass nur mit verpflichtenden Anweisungen, Erfolg erzielt wird. Im Gegenteil freiwillige Initiativen wie der Global Compact können die verpflichtenden Methoden ergänzen, und können helfen die Beachtung der Regeln zu verbessern. Eine neue Studie von McKinsey & Company über die Auswirkungen des Global Compacts hat gezeigt, dass der Global Compact schon in verschieden Aspekten einen bedeutenden Einfluss auf positive Änderungen gehabt hat. Natürlich bleibt noch viel zu tun. Nach der Studie und dem Global Compact Leaders Summit, sind wir jetzt im Prozess uns auf Tätigkeiten zu orientieren, die bisher die grössten Auswirkungen gezeigt haben.

Dear Sirs, Dear Mesdames, I refer to your recent letter addressed to the Secretary-General concerning the Global Compact, and I respond as follows.

We share your concern about the need to preserve the integrity of the Global Compact and the United Nations. However, it is important to note that the Global Compact is not a seal of approval for those participating in it. We have been explicit about this from the Compact’s conception.

Nor, on the other hand, is the Global Compact a regulatory mechanism. As you know, the United Nations is a member state organization and only governments can require compliance or monitoring. In this context, we do not, and could not for reasons including lack of mandate, require that participants comply with the Global Compact performance or monitor their performance.

Instead, our change model is focused on learning, dialogue, projects, initiatives, and networks as ways of promoting positive change. Participants are also expected to communicate progress to their stakeholders - who are much better equipped than our small Global Compact Office located at UN Headquarters to know whether our more than 1,500 participants are doing what they say they are doing.

Contrary to the assumption in your letter, it is not the case that only regulatory approaches can have impact. On the contrary, voluntary initiatives, like the Global Compact, are complementary to regulatory models and can help improve observance of regulation. A recent study of the Global Compact’s impact by McKinsey & Company found that, in several important respects, the Global Compact has already been a significant force for positive change. Of course, much more remains to be done. Following the study and the Global Compact Leaders Summit, we are now in the process of refocusing our activities on those of our activities that have had the most impact.
